Quick answer: The best AI phone for most people in September 2026 is the Google Pixel 11, because Google designs its Tensor G6 chip around the TPU, its AI accelerator, rather than the CPU. Google states the G6 carries 50% more TPU compute than its predecessor and runs on-device AI tasks up to 3.5 times faster while using up to 3.5 times less energy (Google). The Pixel 11 also gets Gemini features first, and at $899 it has the lowest entry price of the three flagships ranked here. For the widest spread of AI features in one device, the Samsung Galaxy S26 Ultra is the alternative: its Galaxy AI suite covers writing, transcription, live translation and generative photo editing. If you are staying on iOS, the Apple iPhone 18 Pro has the most on-paper AI silicon in any phone. Its rebuilt assistant, Siri AI, arrived with iOS 27 on 14 September 2026, but Apple still labels it a beta. It launched in English only, behind a waitlist, and is not available in the EU (Apple, MacRumors).

Every ranked phone on this page cleared a bar: more than one independent assessment, from more than one kind of source. The standard, and how we weigh conflicting evidence, is set out in full in how we rank. Here that means third-party benchmarks and controlled tests, expert reviews from people who used the device, and user ratings with real volume behind them. Manufacturer benchmarks, launch-keynote figures and press releases appear on this page only as claims, labelled as such, and never as the reason a phone is ranked.

Only phones you can buy new from the manufacturer are ranked. Apple discontinued the iPhone 17 Pro and iPhone 17 Pro Max on 9 September 2026, when it announced the iPhone 18 Pro, and removed both from its online store (MacRumors). They appear in the unranked section below.

The rankings in detail

1. Google Pixel 11: best AI phone for most people

The Pixel 11 went on sale on 20 August 2026 at $899, with the Pixel 11 Pro at $1,099 and the Pixel 11 Pro XL at $1,299 (Google). All three run the Tensor G6.

The case for it is a design decision, not a benchmark win. Google builds Tensor around the TPU rather than the CPU. Google states the G6 carries 50% more TPU compute than the G5 and processes on-device AI up to 3.5 times faster using up to 3.5 times less energy, paired with the latest Gemini Nano. Those are Google’s own figures and should be read as its claims.

Independent testing found the G6 behind its rivals on CPU and GPU. Android Authority benchmarked the Tensor G6 on 20 August 2026 and recorded a 37% single-core and 52% multi-core deficit against the Snapdragon 8 Elite Gen 5 on Geekbench 6, a 44% single-core deficit against Apple, and a GPU gap of more than two times against Snapdragon (Android Authority). Android Authority wrote that prioritising TPU performance at the expense of CPU and GPU “starts to look increasingly difficult to justify”. The same testing found the G6 retains about 79% of peak performance at the end of a 20-run stress test, against 50% to 75% for its rivals.

Why it still ranks first. This page ranks AI, not raw speed. On AI specifically the Pixel gets Gemini features first and is the cheapest way into a 2026 flagship. Stuff’s roundup, first published 16 June 2026 and updated 15 September 2026, ranks the Pixel line first for “tight Gemini integration” and for receiving updates before anyone else (Stuff), and Tom’s Guide wrote that the Pixel 10 has the best AI features of any phone (Tom’s Guide).

The Pixel 11 went on sale six weeks before this page was written, and most of the independent review record still attaches to the Pixel 10, ranked fourth below.

2. Samsung Galaxy S26 Ultra: best for feature breadth

Announced 25 February 2026 and released 6 March 2026, running the Snapdragon 8 Elite Gen 5 on a 3nm process with 12GB or 16GB of RAM (GSMArena). Samsung’s US store lists it from $1,299.99 before trade-in (Samsung).

Samsung ships the widest AI feature set of any phone here: Writing Assist, transcription summarisation, real-time voice translation across 13 languages, Circle to Search driven by the S Pen, and generative photo removal and repositioning. Stuff ranks it second in the category, while noting that some additions “aren’t compelling”.

Galaxy AI pricing. Samsung’s footnote, updated in January 2026, states that “Galaxy AI basic features provided by Samsung are free” and that “future releases may include enhanced features or new services that are offered on a paid basis” (Android Authority). The basic features it names include Writing Assist, Interpreter, Note Assist, Photo Assist and Transcript Assist. No date is attached to any paid tier.

3. Apple iPhone 18 Pro: best if you are staying on iOS

The iPhone 18 Pro and 18 Pro Max went on sale on 18 September 2026 at $1,199 and $1,299, with a 2TB storage option for the first time (9to5Mac). Apple’s A20 Pro is built on a 2nm process with a 6-core CPU and a 32-core Neural Engine, and Apple adds a second neural processor, framing the 18 Pro as its ultimate AI device. On specification that is the most AI silicon in any phone on this page.

What independent testing found. Geekbench results reported by MacRumors put the A20 Pro about 21% to 23% ahead of the A19 Pro on single-core, 27% to 28% ahead on multi-core, and 38% to 40% ahead on GPU (MacRumors). Tom’s Guide’s review called the 18 Pro and 18 Pro Max the fastest phones ever (Tom’s Guide). No independent benchmark of the Neural Engine itself has been published.

The assistant. Siri AI, Apple’s rebuilt assistant, runs on the iPhone 15 Pro and later, and Apple limits some of its capabilities to the iPhone 17 Pro, iPhone Air and iPhone 18 Pro models (Apple). It is still labelled a beta; see Siri AI below. Apple’s other shipped features include live translation in Messages and calls, Image Playground with ChatGPT support, Writing Tools, photo Clean Up and Visual Intelligence. Stuff notes that Apple Intelligence “initially faced accuracy problems requiring feature rollbacks”.

More of the processing stays on the handset by design, and what leaves it goes to Private Cloud Compute rather than a general-purpose cloud.

4. Google Pixel 10: best value

The same Gemini feature set as the Pixel 11 on the previous-generation Tensor G5, and the specific device that Stuff ranked first in the category as of its 15 September 2026 update. It will not match the G6’s on-device AI throughput, but it runs the same features, and it has the deepest independent review record of any phone on this page. If price matters more than the newest silicon, this is the value pick.

5. Motorola Razr 70 Ultra: best for choosing your own assistant

The only ranked phone that does not tie you to its maker’s assistant. Moto AI routes through Microsoft Copilot, Perplexity and Google Gemini, with transcription, screenshot storage and notification summaries on top. Stuff ranks it fourth. If you have already picked an assistant and want a phone that defers to it, this is the one that does.

6. Nothing Phone 4a Pro: best for capture and recall

Nothing’s main AI feature is Essential Space, a hub that collects screenshots and voice notes, transcribes them automatically and makes them searchable. It is not a broad suite. Stuff ranks it fifth. It suits anyone whose problem is finding screenshots and notes again. Compare it against a dedicated app from best AI note-taking apps before paying for hardware to solve it.

AI features compared, and where each one runs

Two phones can both list “live translation” and mean different things. This table splits the common features by what they do and, where the manufacturer discloses it, whether the work happens on the handset.

Two limits on this table. First, “hybrid” means the phone decides per request and does not tell you which path it took. Second, no manufacturer publishes a per-feature list of what runs locally, so the right-hand column reflects documented behaviour where it exists and the general pattern where it does not. If a specific feature must work offline for you, test it in flight mode before you rely on it.

The marketing claims worth ignoring

Four numbers and labels dominate AI phone advertising, and none of them is a reason a phone is ranked here.

TOPS figures. Trillions of operations per second is a theoretical peak at a precision the vendor chooses, on a workload it chooses. Two chips quoting the same TOPS can differ by a wide margin on real models. There is no agreed test behind the number.

Feature counts. “Over 20 AI features” counts a notification summariser and a wallpaper generator as equals. Count only the features you would actually use, then ask which of those run locally.

Vendor-run benchmark charts. Every launch keynote chart compares against a selected rival on a selected workload. These appear on this page only as claims.

“AI phone” as a category label. Every flagship sold in 2026 is marketed as an AI phone. The silicon design, the local-versus-cloud split and the assistant’s actual shipping status separate them; the label does not.

What on-device AI does to battery and heat

Running a processor hard is thermally expensive. A phone that posts a high peak score and then throttles will feel fast in a benchmark and slower in the middle of a long job. In Android Authority’s 20-run stress test the Tensor G6 held about 79% of its peak, against 50% to 75% for its rivals. That test measures general performance rather than the AI accelerator, and no comparable sustained test of phone neural processors has been published.

Energy per inference is the other half. Google’s claim for the G6 is that it does on-device AI work using up to 3.5 times less energy than the G5. That is its own figure and has not been independently verified. Features that constantly round-trip to a server also use the radio, which adds to battery drain.

What to check before you buy

  1. Name the two or three AI things you will actually do. Transcribe meetings, translate conversations, edit photos, summarise notifications.
  2. For each one, find out whether it runs on-device. Test in flight mode in a shop if you can.
  3. Check whether it is free permanently or free for now. Samsung has said enhanced Galaxy AI features may be paid in future; Google gates higher usage limits behind Google AI Pro.
  4. Check the assistant’s status where you live. Apple’s Siri AI is a beta, launched in English only, with a waitlist, and is not available in the EU at launch.
  5. Check regional availability. AI features vary by country, OS version, model and carrier.
  6. Ask whether an app would do it. Most AI jobs do not need new hardware; see best AI apps.

What “on-device AI” actually means

Three different things get sold as phone AI:

On-device features cost the manufacturer nothing per use. Cloud features carry a marginal cost, and the paid tiers in this category attach to them: Google gates higher usage limits behind Google AI Pro, and Samsung has said enhanced Galaxy AI features may be paid in future. When comparing AI phones, ask how many of the features you need run locally, not how many are listed.

Siri AI and the iPhone

Apple’s rebuilt, contextual Siri arrived more than two years after it was first promised, and later than the hardware meant to run it.

Apple had targeted spring 2026 and iOS 26.4 for it (Macworld, 11 December 2025). In February 2026 Bloomberg’s Mark Gurman reported the new Siri would not be in iOS 26.4 (GSMArena, TechCrunch), while Apple maintained the upgrade was still coming in 2026 (MacRumors, 12 February 2026). AppleInsider reported in January 2026 that Google Gemini technology would underpin it (AppleInsider, 12 January 2026).

Apple released it as Siri AI with iOS 27 on 14 September 2026. Apple states that it is in beta, in English, with French, Japanese, Korean, Portuguese and Spanish to follow in October; that it was “custom-built in collaboration with Google and its Gemini models”; and that its models run both on device and on servers using Private Cloud Compute (Apple). MacRumors reported that access is through a waitlist in Settings, that waits range from minutes to days, and that Siri AI is not available in the EU at launch (MacRumors, 15 September 2026).

For buyers, AI silicon and AI features are bought separately. Apple has the most on-paper AI silicon and an assistant it still labels a beta. Google’s Tensor G6 trails on independent CPU and GPU tests, and Google ships Gemini features to Pixel first.

How the category changed in 2026

Silicon specialised. In 2026 the chip designs diverged: Google pushed TPU compute at the expense of CPU and GPU, according to Android Authority’s testing; Qualcomm led Android on general performance; and Apple added a second neural processor. “Fastest phone” and “best AI phone” now have different answers.

The assistant became the bottleneck. Apple’s rebuilt Siri, first promised in 2024, reached users in September 2026 as a waitlisted beta, on the phone with the most on-paper AI silicon.

Free became conditional. Samsung’s terms keep basic Galaxy AI free and allow for paid enhanced features, and Google puts higher usage limits behind Google AI Pro.

Other phones worth knowing (not ranked)

These are credible devices that are either no longer sold by their maker or do not yet have enough independent assessment to rank. Each entry states what the maker says, labelled as its claim.

Apple iPhone 17 Pro and iPhone 17 Pro Max. Discontinued by Apple on 9 September 2026 and no longer on Apple’s online store (MacRumors). Stuff ranked the 17 Pro Max third in its AI phone roundup. Apple lists the iPhone 17 Pro models among the devices that get Siri AI’s full capabilities (Apple).

Honor Robot Phone. Launched in China on 12 August 2026 from RMB 9,999, built around what Honor describes as a 4-DoF mechanical gimbal camera system, with an ARRI imaging partnership that includes ARRI LogC3 recording (Honor). Honor describes it as “multimodal embodied interaction” for mobile filmmaking. The AI claims are the company’s own and we found no independent testing of them.

Oppo, Xiaomi and Huawei. These manufacturers sell AI phones mainly in regional markets, with feature sets that differ by market, and English-language independent testing of their AI features is thin. We cannot rank them on the evidence available to us.

Apple’s line has the strongest architectural case, because more processing stays on the device by design and requests that must leave it go to Private Cloud Compute rather than to a general-purpose cloud service. Google’s Pixel line runs a share of its features through on-device Gemini Nano, which keeps that subset local too. For any phone, the feature list will not tell you which requests leave the device, so check each feature’s documentation rather than a blanket claim about the handset.

Is the Pixel 11 worth it over the Pixel 10?
